General
Responsible for financial/budgetary aspects of the Mountain Transit Authority as required by the West Virginia Division of Public Transit and the Federal Transit Administration.
Reporting
Position reports directly to the General Manager.
Work Hours
Position is a 40-hour, 5-day function. Additional hours and a flexible work schedule are required as needed. This is a salaried position.
Duties & Responsibilities
Financial
• Processes all payroll functions
• Prepares accounts receivable/accounts payable
• Prepares monthly expenditure reports
• Reconciliations of monthly bank accounts
• Prepares operating grant applications
• Prepares and bills NEMT services
• Prepares bank deposits
• Counts farebox revenues
• Maintains accurate ledgers
• Matches purchase orders with invoices
• Coordinate bank deposits, financial reports and prepares monthly reports to the General Manager and Board of Directors
• Oversees the petty cash for the office
• Assist in planning of the annual budget with the General Manager
• Performs all grant and business year end reporting

Personnel Management/Other Duties
• Keeps current on human resources and other employment regulations
• Maintains all employee personnel files
• Serves as the WVPEIA Benefits and Web Coordinator
• Maintains NEMT compliance with all management staff
• Acts as the Purchasing Card Program Administrator
• Adheres to the requirements and policies set forth in the Mountain Transit Authority’s Personnel Policy and Procedures Handbook
• Backup Dispatcher
• Answers telephones as needed
• Operates radio equipment as needed
• Must have a strong knowledge of Microsoft Office, Excel and QuickBooks
• Performs any other duties/responsibilities as assigned

Skills, Knowledge and Abilities

• Knowledge of transportation systems to include: transportation, scheduling, and maintenance
• Knowledge of state and federal laws pertaining to personnel and personal policies
• Ability to communicate effectively, verbally and in writing
• Ability to write reports and procedures
• Strong interpersonal communication skills
• Knowledge of Human Resource Law and Regulations
• Must comply with federally mandated drug and alcohol policy and screening requirements
• Must comply with safety policies and procedures
• Must have a strong background in the business process, computers, software and software applications, to include desktop publishing, word processing, spreadsheets and databases

Education and Training

• Bachelor’s degree from an accredited four-year college is desired. Successful completion of college level accounting courses from an accredited college or university may be substituted at the following rate of 3 semester hours of accounting for each six-months required experience. Combination of educational experience and work experience in the related field may be substituted for educational requirement
• Must be willing to attend trainings sponsored by the West Virginia Division of Public Transit as needed/required
