Job Title: Mobility Officer

Reports to: Operations Manager

Type: Permanent / Full-time Salary position

This will be a full-time salary position. Extra hours and travel are required.

SUMMARY: This employee is responsible for the day-to-day coordination of both the human service and public transportation systems. The work requires planning the daily routing schedule(s). The work requires mature judgment and independent initiative, with ability to organize work efficiently and work well with drivers as well as the public. The work is performed under general supervision and evaluated by the Operations Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Responsible for the day to day coordination of the human service and public transportation program and services pursuant to contract designated responsibilities.
2. Performs administrative duties associated with the transportation department.
3.Uses all available resources solicited by the Operations Manager to transport clients using the most cost-effective and efficient manner possible.
4. Devises daily and weekly route schedules for all SOR drivers with dispatcher. Work includes developing daily driver’s schedule(s) including route changes to drivers and gives directions and rerouting if necessary.
5. Compiles records and work requires a special understanding of the needs and behavior of clients served and diplomacy under frequent chaotic and noisy workload demands of a scheduling office.
6. Coordinates with dispatcher to work out schedules as they change, answers phone and take requests for service as needed, assesses client needs and identifies travel options.
7. Uses knowledge of routing software/ willingness to train drivers on how to use it.
8. Completes reports for finance department, including purchasing for MTA.
9. Attends meetings and attends DOT conferences/training and other functions as deemed necessary to job.
10. Organizes and operates all SOR/NEMT function set forth by code, laws, rules and regulations.
11. Serves as a backup Dispatcher in all situations.
12. Coordinates services with local transit authorities to provide mobility to citizens in our region.
13.Additional duties as may be assigned.
14. Attends meetings and communication efforts with other mobility managers within the State of WV to provide services to citizens.
15. Communicates with the WV Public Transit Association’s SOR Grant Coordinator and prepares all entries into the SOR’s system for billing.
16. Prepares from computer system all SOR’s billing by the end of each month.
17. Flexible schedule is a must and will include working on Saturday and Sunday’s if needed.
18. Deals directly with the SOR treatment facilities in setting up appointments. Position may be contacted by facilities 24 hours a day for scheduling of services.
19. Preferred communication skills with medical facilities and/or professions.
20. Good Language, Mathematical Skills and reasoning abilities.
21. College degree with at least 2 years of working experience in related fields.
22. Data entry of all new SOR grant passengers into the Ecolane system.
23. Serves as a back up driver for all SOR’s Grant transports.
24. Provides written reports to the General Manager concerning the SOR’S grant.
25. Tracks ridership for the SOR’s grant.
26. Communicates and coordinates with WV Broker system to increase NEMT services.
27.Researches transit grant and funding opportunities for mobility services.
28. Communicates and coordinates with all medical treatment centers, schedules meetings, and attends meetings on behalf of MTA to increase the knowledge of public transit in our service areas.

KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of geographical layout of all surrounding areas. Working knowledge of two-way radio systems. Skill in fielding a high volume of calls and handling demands simultaneously in a hectic working environment. Ability to communicate effectively in oral and written form. Ability to compile information and maintain and keep accurate records and reports. Extensive computer experience as well as the ability to use routing software. Ability to deal courteously and tactfully with the public.
